The Treasury Department is the engine of the Finance Division where all financial transactions at the Ghana Health Service Headquarters (GHS HQ) are undertaken. It also coordinates treasury activities at the lower levels to ensure that BMCs are in compliance at all times.
Besides the Central Head Office Finance Division, similar activities of the department also take place at the offsites Divisions/units where there exists a finance office, namely: Public Health Division, Research and Development Division and the Central Mechanical Workshop. Similarly, the financial management of the three Global Fund Supported Programs (AIDS/HIV, TB and Malaria) in-country are also done independently from the GHS HQ Treasury Department. The department is headed by the Deputy Director Finance – Treasury.
The functions of the Department include:
- Cash Management
- Management of GHS Headquarters Central Bank Accounts
- Management of GHS Offsite Accounts including Research Division, Public Health and Central Mechanical Workshop
- Financial Administration of foreign grants and counterpart funds from international partners.
- Implementing financial controls to achieve Value for Money
- Coordinating periodic and statutory financial audits
- Liaising with the Policy, Planning,
- Monitoring and Evaluation Division for budget preparation
- Coordinating Treasury activities of sub-national BMCs to ensure compliance
- Conducting supportive supervision and monitoring visits to the regions and
- Budget Management Centres (BMCs).
- Stimulating operational research based on findings from work.
