Regional Director's Profile
Dr. Freeman Samson Samani
Dr. Freeman Samson Samani is a Public Health Physician Specialist with over a decade of transformative leadership across community, hospital, district, and regional levels of Ghana's health system. He currently serves as Acting Regional Director of Health Service at the Bono East Regional Health Directorate, where he provides overall leadership and strategic direction for health service delivery in the Region.
Throughout his career, Dr. Samani has been deeply committed to expanding equitable access to quality healthcare, especially for underserved and vulnerable populations. As District Director of Health Services in Builsa South, he led the successful upgrade of the Fumbisi Health Centre into a credentialed district hospital within nine months (an achievement that had eluded the district since its creation in 2012). He also strengthened surveillance systems, attracted key medical personnel, expanded midwifery services into hard-to-reach areas, and revitalized community health structures to support sustainable service delivery.
Earlier, as Medical Superintendent of Talensi District Hospital, Dr. Samani and his team operationalized the hospital's first surgical theatre, initiated comprehensive emergency obstetric and newborn care services, and oversaw a major expansion of ward capacity. His leadership was instrumental in reducing maternal mortality to record lows in the district and attracting critical investments, including the construction of a neonatal intensive care unit. He has also held senior leadership roles at War Memorial Hospital in Navrongo and contributed to the establishment of neonatal intensive care services at the Upper East Regional Hospital.
Dr. Samani holds a Master of Public Health from the Royal Tropical Institute (VU University, Amsterdam), a Certificate in Health Administration and Management from GIMPA, and a Bachelor of Medicine and Bachelor of Surgery (MBChB) from the University of Ghana Medical School. He is also a Member of the Ghana College of Physicians and Surgeons (Public Health – Applied Epidemiology and Disease Control).
A strong advocate of integrity, teamwork, and innovation, Dr. Samani is recognized for his ability to inspire staff, build resilient health systems, and forge strategic partnerships that improve health outcomes. His vision remains clear: to advance sustainable, equitable, and quality healthcare for all communities in Ghana.
