North East Regional Profile
The North East Region is one of the newly created regions in the country. The region was Created on the 12th February 2019 by a Constitutional Instrument, CI 116, following an overwhelmingly endorsement by a majority of people in the area during a referendum on the 27th December 2018.
The Region is divided into six (6) administrative Metropolitan, Municipal and District Assemblies (MMDAs). The six (6) MMDAs consist of two (2) Municipalities and four (4) Districts. Table (4) details the District Assemblies, their capitals, number of constituencies and number of area/zonal councils per district. A Metropolitan/Municipal/District Assembly is headed by a Chief Executive, who are the political heads of the Districts. Two-thirds of the members of the Assembly are directly elected.
The region has a total estimated population of 686,912 with more females than males, (Females population 357,998 and males 328,914, children between the age of 6 - 59 months 123,644, adolescents between the age of 10 – 19 years is 153,868). The West Mamprusi Municipality is the most populous district in the region, with a projected population of 157808 representing 26.04% of the region’s population. East Mamprusi Municipality has the second largest population of 157669 representing 26.02%. The East Mamprusi Municipal which hosts the regional capital at Nalerigu, has its capital as Gambaga and significant for historical seat. It was once the regional capital of then Northern Territory during the colonial rule hence her populous nature. The least populous district is Mamprugu-Moagduri with 61100 representing 10.84% of the regional population.
The remaining one-third is appointed by the Central Government. The MMDAs are autonomous with regards to planning and budgeting of projects and programs. With this autonomy, and as the highest, political and administrative government representative, the MMDAs make a strategic ally for advancing the development agenda and decentralized local government levels.The Assemblies are presided over by Presiding Members(PM) elected from among its Assembly members by a two - thirds majority of members present during voting.The main administrative structure at the Regional level is the Regional Coordinating Council(RCC), headed by the Regional Minister.Politically, the region is divided into six(6) constituencies.This gives the region a 2 % representation in parliament.
The regional landscape is generally gentle and undulating with the Gambia escarpment rising sharply marking the Northern limit of the Volta in Sandstone basin. Apart from the mountainous areas bordering the escarpment there is little runoff when it rains. There are different types of rock formation given the different relief features, which range from flat bottom valleys to steep-sided highlands. Some part of the Region is underlined by the middle Volta in formation consisting of shale, mud stone, iron pans and sandstone.
Our Mandate
The Regional Health Directorate (RHD) represents the administrative apex of health services delivery within the region. The mandate is to provide and prudently manage comprehensive and accessible health services with special emphasis on primary health care at regional, district and sub-district levels in accordance with approved national policies. The RHD also works with headquarters, health partners, and other stakeholders to increase access to health services, through the provision of health infrastructure, human resources, logistics/health commodities, public health and clinical care interventions
Key Responsibilities
Generally, the region implements and monitors health Sector policies, ensures effective coordination of activities, judicious management of health resources (human, logistics, equipment and infrastructure) and provides guidance and technical support to the lower levels. More specifically the region engages in the following:
Ensuring access to health services at the district, sub-district and community levels by providing health services or contracting out service provision to other recognized health care providers in the region.
Undertaking effective management and administration of the health resources within the region
Promoting healthy lifestyles and good health habits among the public through effective and targeted health education
Developing appropriate strategies and setting technical guidelines to achieve national policy goals/objectives
Implementing and monitoring health policies, strategic plans, protocols, standards and guidelines set up by national in the region
Planning and delivery of clinical interventions
Planning and management of public health programmes in the region
Establishing effective mechanism for disease surveillance, prevention and control in the region
Strengthening public health action to reduce impact of emergencies and disasters on health in the region
Supportive supervision, monitoring and evaluation of programme implementation
Human resource management (including staff welfare)
Transport, equipment and estates management
Data collection, analysis, reporting and feedback
Collaboration with key stakeholders in health (NGOs, Community leaders, Decentralized departments, CBOs, etc.)
