Regional Director's Profile

Dr. Emmanuel Atsu Dodor
Dr. Emmanuel Atsu Dodor is a Fellow of the Ghana College of Physicians, a Consultant Public Health Physician, a Researcher, and a Lecturer, with a distinguished professional and academic career.
Dr. Dodor qualified as a medical doctor in 1997 from the Kwame Nkrumah University of Science and Technology (KNUST), Kumasi, Ghana. He obtained a Master of Public Health (MPH) in 2001 and a Ph.D. (Epidemiology & Public Health) in 2009, both from the University of Nottingham, UK. He was elected a Fellow of the Ghana College of Physicians in 2010. In addition, he holds certificates in Health Administration and Management (2012) from GIMPA, the Management Development Institute (2013) from UCLA/GIMPA, and Leadership for Health Transformation in Africa (2024) from the WHO/Ashesi University.
Dr. Dodor's working career spans more than 26 years in various capacities and leadership positions in the health sector. On completion of his MPH degree, he worked as the tuberculosis referral clinician in the Western Region for 7 years and was later appointed as the head of the research and development unit, tasked with the responsibility to establish a functional health research unit for the region. In this role, he made significant contributions to public health research, particularly in tuberculosis diagnosis and management, TB stigma, and neonatal health, with several publications in reputable peer-reviewed journals to his credit.
Prior to his appointment as the Regional Director of Health Service for the Ahafo Region in September 2023, and subsequent transfer to the Volta Region in April 2025, Dr. Dodor served as the Deputy Director Clinical Care (DDCC) for 13 years in the Western Region. In that capacity, he coordinated clinical and public health programs and contributed immensely to shaping health policies and strategies at both regional and national levels. Among his numerous accomplishments is spearheading the introduction and establishment of the hospitals’ peer review mechanism, which remains one of the most impactful approaches to sustainable quality improvement within health facilities in the Western Region.
He is a strong advocate for health system strengthening, managerial integrity, and ethical leadership, emphasizing the mantra of giving voice to one’s values at the workplace. He has built the capacity of many professionals within the health sector through supportive supervision, quality improvement, infection prevention and control, tuberculosis management, and several other training programs—anchored on his conviction that when a strong health system is built for others, it will be there for him too when he needs it; and when it fails them, it will fail him too.
Since 2011, Dr. Dodor has been a part-time lecturer at the School of Medical Sciences, University of Cape Coast, where he teaches epidemiology and public health at both undergraduate and graduate levels. He also serves as a reviewer for many international peer-reviewed journals and is currently the Internal Assessor for the Faculty of Public Health, Ghana College of Physicians and Surgeons.
